  • A. Background for coding bank data for Turkey
  • This section describes how to code bank data for IDD of Title II benefits to a financial institution (FI) in Turkey. Social Security Administration (SSA) stores bank data on the MBR in the same fields used for United States (U.S.) direct deposit. Special coding identifies the data as a Turkish direct deposit and allows SSA to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Turkey to the beneficiary's FI.
  • This section describes how to code bank data for international direct deposit (IDD) of Title II benefits to a financial institution (FI) in Turkey. We store IDD bank data on the MBR in the same fields used for U.S. direct deposit.
  • NOTE: U.S. domestic (i.e., non-border) field offices (FOs) should not attempt to process an IDD request for this country. U.S. domestic FOs must forward all appropriate information Office of Earnings and International Operations, Division of International Operations (OEIO, DIO) for processing (For more information on forwarding IDD information, see GN 02402.205C, GN 01010.255, and GN 01702.310C).
  • Special coding identifies the bank data as a Turkish direct deposit. This allows us to route benefit payments through the Federal Reserve Bank of Kansas City (FRBKC) and the processor bank in Turkey to the beneficiary's local FI.
  • 1. Where to obtain bank data
  • If you receive an IDD request in a U.S. domestic (non-border), field office (FO), forward all appropriate information to the Office of Earnings and International Operations, (OEIO), Division of International Operations (DIO) to process.
  • We receive requests to input bank data by mail, phone or fax in the following formats:
  • * a blank check,
  • * an International Direct Deposit Sign-Up Form for Turkey (SSA-1199-OP27) (see GN 02402.346F in this section), or
  • * any document that contains the required banking information.

  • NOTE: If upon receipt of the information, there are any discrepancies, follow instructions for the identity of claimant in GN 00203.020 and direct deposit post-entitlement interview in GN 02402.025.
  • B. How we receive IDD bank data
  • 2. Multi-country contract
  • We receive requests to input bank data by mail, phone, or fax by:
  • * Blank check;
  • * SSA-1199-OP27 International Direct Deposit Signup Form (Turkey); or
  • * Any document that contains required banking information.
  • The processing FI in Turkey will have a prefix of “66” at the beginning of the Routing and Transit Number (RTN). The first letter of the Depositor Account Number (DAN) field has the letter “T” assigned for Turkey.

  • IDD payments sent to Turkey must be in U.S. dollar (USD) accounts at local FIs. SSA does not send IDD payments to a Turkish Lira account at this time. The beneficiary must provide complete information to the Embassy, Consulate, DIO for input. DIO will fax incomplete forms to the Federal Benefits Unit (FBU) at the U.S. Embassy or Consulate that serves that territory so they can contact the beneficiary or FI for additional information.
  • The processing FI in Turkey has “66” at the beginning of the Routing and Transit Number (RTN). The first letter of the Depositor Account Number (DAN) field has the letter “T” assigned for Turkey.

  • D. Overview of IDD for Turkey
  • The data for coding IDD for Turkey will come from banks the FRBKC has determined can handle the IDD process. The IDD coding for Turkish bank data consists of 29 characters including the country code of “T” for Turkey. The account number contains the following codes:
  • * a 9-digit Routing and Transit Number (RTN) 66BBBB00X:
  • * 66 = the country code field,
  • * BBBB = the 4-digit bank code based on FI name,
  • * the digits in positions seven and eight represent the first 2 digits of the branch code,
  • * X = the check digit code; and
  • * a 20-digit DAN, T000AAAAAAAAAAAAAAAAAAA:
  • * “T” is for Turkey (a 1-digit country code),
  • * the next 3 digits “000” = the branch code, and
  • * an account number containing 2–19 digits.
  • IDD payments sent to Turkey must be in U.S. Dollar (USD) accounts at local FIs. The beneficiary must provide complete information to DIO or the Federal Benefits Unit (FBU) to input. DIO faxes incomplete forms to the FBU that serves Turkey. The FBU contacts the beneficiary or FI for the additional information.
  • NOTE: The account type, when enrolling in International Treasury Services (ITS.gov), can be defaulted to “checking” if there is no indication of whether the account is a “checking” or a “savings” account.

  • D. Procedure for coding Turkish routing and account numbers
  • The data to code IDD for Turkey comes from the International Bank Account Number (IBAN) provided to the beneficiary by his or her FI. The bank data on the MBR reflects 27 characters including the country code of T.
  • The FRBKC relies on SSA to provide the complete bank data to ensure correct posting of payments to a customer’s account. If the information is incomplete, the FRBKC will reject the payment and return the funds to SSA. You can code bank data for Turkey through ITS.gov when establishing or changing IDD or use an SSA system (i.e., POS, MACADE, etc.). When using ITS.gov, bank data will post to the MBR within four business days.
  • F. Policy to code bank data for Turkey
  • 1. Initial award processing
  • The FRBKC relies on us to provide the complete bank data to ensure correct posting of payments to a customer’s account. If the information is incomplete, the FRBKC rejects the payment and returns the funds to us. When you use one of our systems to establish or change IDD bank data for Turkey (e.g., Modernized Claims System (MCS), Manual Adjustment Credit and Award Data Entry (MACADE)), you must go to ITS.gov to enter:
  • * account ownership;
  • * account type;
  • * beneficiary address;
  • * country;
  • * enrollment status;
  • * first and last name of the beneficiary;
  • * IBAN;
  • * payee indicator;
  • * Society for Worldwide Internet Financial Telecommunication-Business Identifier Code (SWIFT-BIC).
  • If you are working on an initial award, you must update ITS.gov using the bank account information prior to processing the award, to ensure that the beneficiary will receive his or her payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment will “reject” and return to SSA.
  • 1. Obtain Swift-BIC code from the FI
  • 2. Adding or updating bank data using SSA systems
  • The SWIFT code contains a minimum of 8 characters, and a maximum of 11 characters:
  • * first four characters - bank code (only alpha);
  • * next two characters - ISO 3166-1 alpha two country code (only alpha);
  • * next two characters - location code (alpha and numeric) (passive participants have "1" in the second character); and
  • * last three characters - branch code, optional ('XXX' for primary office) (alpha and numeric).
  • If you use an SSA system (i.e., POS, MACADE) to add or update bank data to an MBR, do not input the bank account information into ITS.gov because the information will transfer to ITS.gov on the next business day.
  • 2. Process initial award
  • NOTE: If it is within 4 business days of the current operational month (COM) cutoff date, use the procedure outlined below to code bank data to the MBR using an SSA system:
  • You must update ITS.gov with the bank account information prior to processing an initial award to ensure that the beneficiary receives his or her payment. If the complete bank account information is not in ITS.gov when the payment processes, the payment rejects and returns to us.
  • 3. Add or update bank data using our systems
  • When you add or update IDD bank data using one of our systems (e.g., Post Entitlement Online System (POS), MACADE), you must:
  • * update ITS.gov the same day;
  • * enter all POS direct deposit changes according to normal procedures;
  • * use the chart in this section when you process within four business days of the current operational month (COM) cutoff date.

  • * Code the 4-digit bank code based on the FI name after verifying the accuracy against the ITS.gov help file;
  • * Code the first 2 positions of the branch code “00”; and
  • * Code the check digit code of the RTN, which you will obtain through Title II Interactive Comps.
  • Is the beneficiary's account a USD account in Turkey?
  • NOTE: The final digit is the U.S. check digit code and is subject to change. Obtain the check digit code through the Title II Interactive Comps from the Main Menus 07/Sub Menu 16.
  • If no, STOP.
  • REASON: Beneficiaries in Turkey can only receive IDD payments in USD accounts.
  • If yes, go to step 4.

  • * Code the prefix of 66 (the multi-country prefix that we and FRBKC designated to use for Turkish IDD);
  • * Verify the accuracy against the ITS.gov help file;
  • * Code the five-digit bank code based on the FI name;
  • * Code a filler “0”; and
  • * Code the one-digit check code of the RTN, from the Title II Interactive Comps.
  • Code the Type of Account as an “S” for savings or a “C” for checking. If there is no indicated account type, use a “C” for checking account.
  • NOTE: The final digit is the U.S. check digit code and is subject to change. Obtain the check digit code through the Title II Interactive Comps from the Main Menus 07/Sub Menu 16.

  • * Code the prefix of 66 (the multi-country prefix for Turkey);
  • * Code the 4-digit bank code “1234” based on FI name after checking the ITS.gov help file;
  • * Code the first 2 positions of the branch code “00”;
  • * Code the 1-digit check code (i.e., 8) (obtained from the Title II interactive Comps from the Main Menus 07/Sub Menu 16); and
  • * Code the type of account as a “C” for Checking or an “S” for Savings. If there is no indicated account type, use a “C” for Checking.

  • The coding in POS will reflect:

  • * The first two characters of the IBAN are “TR” that represents the International Organization for Standardization (ISO) country code.
  • * The third and fourth characters of the IBAN are the IBAN check digit.
  • * Never code the IBAN country code and the check digit to the MBR for Turkey.
  • * The fifth through ninth characters represent the bank identifier.
  • * The tenth character is a filler “0.”
  • * The last 16 characters represent the account number.
